What happens

At a 45-minute kickoff, we jointly select five to eight material delivery assumptions carried by the estimate.
We map each assumption to the available source material, ownership, delivery approach, resources, commitments, experience, and specialist dependencies.
A named human adjudicates every finding, signs the determination, and leads a 60-minute readout with leadership.
From closed TxDOT lettings
Six exchanges from pre-bid question-and-answer packets on closed TxDOT lettings. Each is quoted from the public record and cited by controlling project number.
CCSJ 0094-01-032 · Fort Worth district · pre-bid Q&A
Bidder: “Please confirm that you are saying we should NOT include bridge demolition in our estimate, since it is not shown as a pay item?”
Response: “The bid item intended to pay for removal of the existing bridges was inadvertently omitted. Please bid as shown in the proposal.”
Gaps in the design. The demolition cost now rides in each estimate as an assumption, not a pay item.

Bidder: “Status Update on Number of Working Days?”
Response: “Through Addendum No. 1, the working days have been changed from 10 to 54.”
Schedule. The contract time moved by a factor of five while bids were being priced.
CCSJ 0194-01-010 · Wichita Falls district · pre-bid Q&A
Bidder: “Because these shafts are next to or in the river there will be a significant amount of access work that will have to take place before shafts can begin... Has the time to create access been considered in the schedule?”
Response: “Schedule provided is meant to provide a summary of construction activities in order to determine number of working days. No additional information to be provided.”
Access. The river-access question closed unanswered, so every bidder priced it on their own assumption.

Bidder: “Working on barges and on the water present separate problems in regard to the weather conditions. Windy conditions could prevent work on the barges even if there isn't rain.”
Response: “Addendum #1 has been issued and changes the working day to a Standard Workweek.”
Equipment. A bidder tested the working-day assumption against the equipment it rides on, and the addendum moved the contract.

Bidder: “We are staying at the 94 days, we just need to use 2 crews to complete, is this correct?”
Response: “Please refer to addendum #1, General Notes Sheet 10A - 'The contractor should anticipate two (2) concrete structure repair crews, one (1) zone painting crew, and one (1) concrete crew'.”
Resources. The crew plan is a named contract expectation; an estimate that assumes fewer crews carries the difference.
CCSJ 0074-03-049 · Corpus Christi district · pre-bid Q&A
Bidder: “The TDS has a total of 13 days to construct the SET's. There are 52 SET's total. These are very time consuming and will take exponentially longer than 13 days. Please review.”
Response: “Please bid as shown in accordance with item 8. The TDS is for informational purposes only. Please schedule labor, equipment, procurement of materials, subcontractor work, and all other necessary means to prosecute the work within the number of working days specified in the contract.”
Subcontractors. The durations behind the number are the bidder's to own, including everything subcontracted.
All six exchanges are from lettings that have closed. Exchanges like these are where an estimate picks up the assumptions the review tests - resources, subcontractors, equipment, access, schedule, gaps in the design.
What the review covers
We do not re-price the tender, rebuild the estimate, recommend a bid price, certify compliance, design, or safety, assess financial or bonding adequacy, contact suppliers or owners without written authority, or issue anything after submission.

This determination addresses the supportability of material delivery assumptions. It does not approve the estimate, validate the design, provide legal or engineering assurance, recommend a tender price, or guarantee delivery performance.

Currently accepting three Texas contractors
Scope covers five to eight assumptions selected jointly at kickoff. The introductory fixed fee is US$4,800. Half reserves the window. Half is due on delivery or within seven days. The fee does not depend on the determination.
